The Canada-China business community continues to be caught between political tension and a growing Chinese economy where middle-class consumption and demand for Canadian capabilities provide opportunity for post-pandemic growth. While some areas remain difficult for Canada-China cooperation, others provide platforms for activity that help both countries make progress toward important goals. CCBC’s 44th AGM will continue our 2022 theme of Navigating Complexity, tackling multiple areas where business remains complex or has gotten even more so.

Recognizing continued barriers to China travel, CCBC’s 44th AGM and Business Forum will again be a hybrid event. We invite you to tune into our online Business Forum during the Canadian work day on November 29 for an action-packed day of dynamic panels and keynote addresses, engaging discussion, a networking scramble, and the 8th Canada China Business Excellence Awards. We are thrilled to introduce live networking receptions in each of our Chapter cities: Halifax, Montreal, Toronto, Calgary, and Vancouver on November 30.

Biography

Ambassador CONG was born in May 1967. He graduated from China Foreign Affairs University. Mr. CONG is married and has one daughter. His professional career is as follows:

Graham Shantz

Biography

Graham Shantz served for over 25 years in Canada’s public service providing advice to Canadian governments, mainly on management of Canada’s relations with Asia. He has lived and worked for over 12 years in Asia, half of that in China. In Ottawa, Mr. Shantz has worked in senior management positions in Global Affairs Canada, the Department of Finance and the Privy Council Office. In 2000-2001 he served as Canada’s lead negotiator for Foreign Investment Protection Agreements (FIPAs) and in 1996-1997 served as deputy chief negotiator for the Canadian team during China’s WTO accession talks. Over the past decades, Mr. Shantz has been involved in numerous major bilateral visits between Canadian and Chinese leaders.

Mr. Shantz has served on the Board of Directors of the Asia Pacific Foundation (2013-2016) and on the Board of Directors of the Centre for International Governance Innovation (2006-2009). He served as Canada’s Ambassador to the Kingdom of Spain (2009-2012) and ended his career in the public service in senior management positions in Global Affairs Canada’s Asia Branch.

A Mandarin speaker, Mr. Shantz’s pursued his interest in China while studying economics at Goshen College in Indiana. He holds an M.A. in International Affairs from Carleton University’s Norman Paterson School of International Affairs. He also pursued language and economics studies in China, including at Beijing University and Xiamen University, under the Canada-China Scholars’ Exchange Program.

H.E. Jennifer May
Ambassador of Canada to the People’s Republic of China

Biography

Ms. Jennifer May was appointed Canada’s Ambassador to the People’s Republic of China on September 23, 2022. She is the first woman to serve in this position.

Prior to her nomination, Ambassador May served as the Ambassador of Canada to the Federative Republic of Brazil from 2019 to 2022. She was Deputy Head of Mission at the Embassy of Canada to the Federal Republic of Germany from 2015 to 2019.
Ambassador May has extensive Asia experience, having served in political and economic roles at the Consulate General of Canada in Hong Kong from 1998 to 2000, in Beijing at the Embassy of Canada to the People’s Republic of China from 2000 to 2004 and in Bangkok at the Embassy of Canada to the Kingdom of Thailand from 2010 to 2012, with additional responsibility to Myanmar, Cambodia and Laos.

Through her thirty-two-year career with the Government of Canada, Ambassador May has also served as Director of Eastern Europe and Eurasia Relations, Executive Director of the Defence and Security Relations Division at Global Affairs Canada and held overseas assignments in Vienna, Austria and Bonn, Germany.

Ambassador May was born in Toronto, Canada and graduated with a Bachelor of Arts in Political Science and German from Laval University in Québec City. She is married with three grown children. She speaks English, French, Mandarin, German and Portuguese. Ambassador Jennifer May is known as 梅倩琳 in Chinese.

International experts share their thoughts on the political and economic outlook for China, and the impact that both may have on Canadian business.

Biography
Sarah Kutulakos joined the CCBC in 2007 and has since revitalized CCBC’s role as Canada’s premier bilateral trade and investment organization. Ms. Kutulakos has re-centered the Council’s activities around providing business services, catalyzing business growth and activity, and advocating for stronger Sino-Canadian bilateral trade and investment. This has resulted in extensive public outreach activities, internal infrastructure improvements, the launch of new programs such as the Business Incubation Centre, and thriving member relations.

Prior to joining CCBC, Ms. Kutulakos worked for 11 years in marketing, product development, and management with a major multinational corporation, where she had multiple assignments involving China. Ms. Kutulakos managed worldwide product businesses that marketed to China and used China-based sources of supply. She was also involved in several projects requiring cooperation with the Chinese government. Ms. Kutulakos has led both established and start-up businesses within the context of a global corporation and has broad emerging market business experience, and has been involved in the Greater China region since the late 1980s when she lived and worked in Taiwan. There, she was the first non-Chinese employee of a local high-tech start-up firm, where she gained a deep understanding of Chinese business practices.

A fluent Mandarin speaker, Ms. Kutulakos’s interest in China began at the University of Wisconsin, where she studied Chinese, marketing, and international business. She holds an MBA in finance and operations from the Simon School of Business at the University of Rochester. She frequently speaks on China issues, including marketing, trade, investment, and Canada-China relations.

Biography

Damien Ma is the founding Managing Director of MacroPolo, the Paulson Institute’s think tank. He is the author or editor of the books In Line Behind a Billion People: How Scarcity Will Define China’s Ascent in the Next Decade, The Economics of Air Pollution in China (by Ma Jun), and China’s Economic Arrival: Decoding a Disruptive Rise, published by Palgrave Macmillan. He is also adjunct faculty at the Kellogg School of Management at Northwestern University.

Previously, Damien helped build the China practice at Eurasia Group, the political risk research and advisory firm. At EG, he mainly focused on the China and East Asian markets, covering areas that spanned energy and commodities and industrial policy to elite politics and US-China relations. He also led work on analyzing Mongolian politics and its mining sector. His advisory and analytical work has served a range of clients from institutional investors and multinationals to the US, Japanese, Singaporean, and Australian governments.

Prior to joining Eurasia Group, he was a manager of publications at the US-China Business Council in Washington, DC, where he was also an adjunct instructor at Johns Hopkins SAIS. Early in his career, he worked at public relations firm H-Line Ogilvy in Beijing, where he served multinational clients.

In addition, Damien has published widely, including in The Atlantic, Wall Street Journal, New York Times, Foreign Affairs, Foreign Policy, and Bloomberg, among others. He has also appeared in a range of broadcast media such as the Charlie Rose Show, BBC, NPR, and CNBC. In addition to media appearances, Damien has keynoted or spoken at various industry, investor, and academic conferences, including CLSA, Credit Suisse Latin America, and Banco Bradesco.

Damien was once named a “99under33” foreign policy leader by the Young Professionals in Foreign Policy. He speaks fluent Mandarin Chinese.

Biography

Lucy Hornby is an award-winning journalist who covered China for the Financial Times and Reuters. She has reported from every Chinese province and region, reporting on topics ranging from elite politics to the trade war and investigations into some of China’s biggest and most indebted companies. She first moved to China in 1995 with Princeton in Asia, a program that builds bridges between the U.S. and Asia, and taught English in the industrial city of Wuhan. Her coverage has won numerous awards, including a prestigious Nieman fellowship.

She is currently a visiting scholar at the Fairbank Center for Chinese studies, at Harvard University.

Biography

Dr. Keyu JIN is a professor of economics at the LSE, where she researches and teaches International Economics, technology competition and the Chinese Economy. She is a board member of Credit Suisse, and Richemont Group, which is one of the largest luxury conglomerates in the world. She has contributed multiple op-ed pieces to the Financial Times, and served on the editorial board of the Review of Economic Studies, one of the world’s leading Economic journals. She has participated in the making of multiple documentaries, including for the BBC on Artificial Intelligence and US China Technology competition and a solo documentary feature for Bloomberg, representing a new voice of China. She has taught at Yale and Berkeley in the past, and has a BA, MA, PhD from Harvard University.

Biography

Based in Shanghai, Mark Kruger is the Opinion Editor at Yicai Global. He holds Senior Fellow appointments at the Yicai Research Institute, the Centre for International Governance Innovation and University of Alberta’s China Institute. Previously, Mark was a Senior Policy Director in the Bank of Canada’s International Department, a Senior Advisor to the Canadian Executive Director at the IMF and head of the Economic and Financial Section in the Canadian Embassy in Beijing. Mark began his career at the Alberta Petroleum Marketing Commission. 

Biography

Tom Orlik is Bloomberg’s Chief Economist, based in Washington DC. Previously, Tom was the Chief Asia economist for Bloomberg and China economics correspondent for The Wall Street Journal, based in Beijing. Prior to a decade in China, he worked at the British Treasury, European Commission, and International Monetary Fund. He is the author of Understanding China’s Economic Indicators (FT Press) and China: The Bubble that Never Pops (OUP).

Biography

James Rausch is Global Head of Banks, Brokers & Exchanges at RBC Investor & Treasury Services and is also a member of the Investor & Treasury Services Operating Committee. He is based in Toronto.

As Global Head of Banks, Brokers & Exchanges, James has end-to-end responsibility for the sales, service, and product delivery of Canadian dollar services to our financial institution partners globally. James also leads our Graduate Rotational Program in Canada, and is heavily involved in mentoring new and high potential employees.

James joined RBC in 2014 and is a seasoned leader with over 25 years of experience in financial markets, including 12 years at Powerex and previously at Infoware Software, the Toronto Stock Exchange and Toronto Dominion Bank. His broad business experience includes transaction banking, client coverage, risk management, commodities trading and corporate finance.

James became a CFA charterholder in 1999 and holds an MBA from the Joseph L. Rotman School of Management at the University of Toronto and a Bachelor of Science from the same institution. He recently completed a certificate in the Foundations of Applied Mindfulness Meditation, is a certified facilitator of the Mindfulness Without Borders program and is a Professional Coach pursuing his Associate Certified Coach (ACC) accreditation. James is a diversity advocate, leading the diversity leadership council for the division in Canada as well as the executive sponsor for the next-gen stream. As a visible LGBTQ+ leader, James recently delivered the lunch keynote at the Out on Bay Street conference.

James is the past divisional co-chair of the RBC United Way Giving Campaign and participates as a board member on the Canada China Business Council (CCBC) and DAREarts. He was a past board member of Bankers Association for Finance and Trade (BAFT) and co-chaired the North American Council.

Biography

Martha Harrison is a partner in the International Trade and Investment Law, and Retail and Consumer Markets Groups in Toronto. She is also the coordinator of the firm’s Advertising and Marketing practice. With industry expertise spanning retail & consumer markets, power, mining, food / agriculture, oil & gas, and the technology sector, Martha acts as a trusted business advisor to clients, balancing international trade and regulatory law, from a Canadian perspective.

Martha offers a full suite of international trade and investment services, including customs law, anti-dumping and countervail issues, import/export controls, treaty compliance, public procurement, foreign investment, and investor-state disputes. She also routinely appears before regulators at all stages of trade disputes. As part of her advertising, marketing and regulatory practice, Martha provides proactive and pragmatic advice on product regulation in Canada, including standards, packaging and labelling, importing and exporting issues, transportation, and supply chain matters. Martha guides clients through the application of product standards along the supply chain, and advises on marketing rules surrounding regulated products, such as cosmetics, natural health products, medical devices, foods, and over-the-counter drugs.

An experienced and sought-after member of the trade bar, Martha is focused on results-based compliance and helps clients in regulated product markets navigate both trade and regulatory business hurdles, to optimize growth opportunities inside and outside of Canada.

Due to her unique expertise, Martha is also known in the Canadian cannabis industry as an expert on trade, advertising, marketing and regulatory issues for cannabis products, hemp, and related products.

A former adjunct professor of international arbitration at Queen’s University and MBA sessional instructor at DeGroote School of Business, Martha regularly speaks on matters related to trade, consumer regulation and international arbitration. She was also selected by the Government of Canada to be listed on the roster of arbitrators to serve on panels established under Chapter 19 of the North American Free Trade Agreement (NAFTA). In 2013, she was named one of Lexpert’s Rising Stars: Leading Lawyers Under 40 and is recognized as a leading Canadian international trade lawyer by a number of industry and peer-review directories.

Martha received her LLM from The University of Toronto in 2005, her LLB in 2001 from the University of Windsor, and her M.A. and her B.A. from York University in 1998 and 1997 respectively. She was called to the bar in Ontario in 2002.

Biography

Derrick Porter serves as CEO of Beauty Industry Group (BIG), a holding company that manages and owns businesses in the beauty industry. BIG operates 13 global beauty brands selling to customers in 165 countries with offices in the UK, Germany, Australia, Canada, China and across the United States. Over the last 15 years Derrick and his team have created and built a multi-channel, multi-brand strategy both through M&A and through BIG’s own new enterprise launches.

Derrick and the BIG team partnered with Gauge Capital in 2016, Huntsman Gay Global Capital in 2018, and L Catterton in 2021 to help fuel and expand their growth throughout the world. Derrick serves on numerous boards within the industry as well as a member of the board of directors of the World Trade Center, Utah where he is the chair of the Global Business Services Committee.

Prior to his time at BIG, Derrick built and operated Porter Brown Distribution, a third-party logistics company with facilities in Texas, Colorado and Utah. He graduated Cum Laude with a BS in Technical Sales from Weber State University and an MBA from The Ohio State University. In 2020 Derrick was awarded Entrepreneur of the Year for the Utah region and recognized as a finalist at the national level. He was also recognized by Goldman Sachs as a member of the Top 100 Most Intriguing Entrepreneurs of 2020.

The highlight of Derrick’s week is time spent with his wife, 5 sons and 1 beautiful daughter coupled with the occasional opportunity to zoom down a mountain either on skis or a bike.

Biography

Constantine Karayannopoulos, a Professional Engineer, is President and CEO of Neo Performance Materials Inc. (“NEO”), a Canadian public company listed on the Toronto Stock Exchange (TSX:NEO). He was appointed to this position in July 2020, after serving as NEO’s Chairman since September 2016. As one of the longest serving executives in the rare earth industry, he has worked with multiple governments in Europe, North America and Asia to converge public policy and industrial economics, over the past three decades.

Constantine began the Rare Earth phase of his career in 1994, under the leadership of Peter V. Gundy, who founded Advanced Material Resources Limited (“AMR”) in Toronto the prior year. AMR was the first foreign company allowed into China’s Rare Earth industry with two majority owned operating joint ventures. Constantine moved from Business Development Manager to North American Sales Manager, Global Sales Manager/Chairman of the JVs, VP/General Manager of AMR’s Rare Earth Business Unit and eventually to Chief Operating Officer responsible for both AMR’s divisions, Rare Earths and Magnetic Materials. In 2005, following AMR’s acquisition of Magnequench, Constantine became CEO of the combined company, being renamed to Neo Material Technologies Inc. (“Neo”). Neo established itself as a unique global rare earth specialty value-added materials company and, with strong cash flow and a pristine balance sheet, grew to 11 plants and 1,500 employees globally. In June 2012, Neo was acquired by Molycorp (NYSE-MCP) for Cdn$1.3 billion. Constantine joined the Board of Molycorp in July 2012 as Vice-Chairman. He became interim CEO of Molycorp in December 2012 and Chairman in December 2013. In September 2016, select strategic assets of Molycorp emerged as the distinct business entity Neo Performance Materials, of which Constantine was first appointed Chairman and now serves as CEO. He is also a Director of NEO and serves on the Health, Environment, Safety and Sustainability (HESS) Committee.

Constantine was also co-founder and non-executive Chairman of the Board of Neo Lithium Corp., from 2016 until January 2022.

Constantine is a member of the Advisory Board at the University of Toronto’s Department of Chemical Engineering and Applied Chemistry, a Director of the Canada China Business Council and a director on the Board of Lithium Royalties Corp., a fund investing in battery materials royalties and streams.

He holds Bachelor and Master of Applied Science degrees in Chemical Engineering from the University of Toronto.

Constantine directs most of his charitable work towards education, one of his passions. He is married with three sons and resides in Toronto, Canada.

Biography

Argiro joined YVR’s Executive Team in October 2015 following almost 20 years of private practice with a national business law firm. YVR is a “for purpose” organization – it exists to serve our community and the economy that supports it. Managing an airport is akin to running a small city, and she leads a diverse in-house legal department servicing the organization. Argiro is directly involved with all material legal issues facing YVR, including identifying and mitigating risk through her oversight of the Insurance Portfolio, acting as Privacy Officer and co-chairing YVR’s rigorous Enterprise Risk Management Program. As Chief Governance Officer, Argiro supports the Board of Directors, oversees business ethics and corporate governance policies. She also oversees the Supply Management team, and is focused on continuing to embed ESG in YVR’s procurement program. YVR’s legal department was named to The Legal 500’s GC Powerlist – Canada Teams 2019 and Argiro was named to the GC Powerlist in 2020. YVR has received many national excellence in governance awards from the Governance Professionals of Canada over the past few years, most recently for Strategy in November 2022 and previously for Best Practice in Sustainability & ESG and Diversity & Inclusion (2019).

 

 

 

 

 

Biography

Trevor Kennedy leads the Council’s work on Canada’s international trade and investment ties. He advises and executes the Council’s trade policy initiatives, liaising with Canadian policymakers, foreign officials and international business networks representing key partners, primarily in North America, the Indo-Pacific and Europe.

Prior to joining the Council in 2016, Trevor was a Trade Policy Officer at Global Affairs Canada. He also worked with the Asia Pacific Foundation of Canada as a Junior Research Fellow focused on trade policy. He has lived and worked in Japan with the Japan Exchange (JET) Programme and speaks Japanese.

Trevor is a fellow with the Canadian Global Affairs Institute. He holds a Master of Arts in Asia Pacific Policy Studies from the University of British Columbia and a Bachelor of Arts in International Relations from St. Thomas University, New Brunswick.

Biography

Jeff Nankivell joined APF Canada as President and CEO on September 7, 2021.

Prior to this, he had a 33-year career in Canada’s Foreign Service. He held various positions at the Canadian International Development Agency between 1988 and 2008, working on programs related to China, Russia, strategic policy, and international financial institutions. A fluent Mandarin speaker, he was posted three times to Canada’s embassy in Beijing – in the development assistance section 1991-95 and 2000-04, and as Deputy Head of Mission 2008-11.

From 2011 to 2016, Jeff served in Ottawa/Gatineau as Director General responsible for Canada’s official development assistance programs across Asia, first with the Canadian International Development Agency and then with Global Affairs Canada. In 2016 he was appointed Consul General of Canada in Hong Kong and Macao, serving in Hong Kong until May 2021.

Jeff holds a Master’s degree in political sociology from the London School of Economics, BA in international relations from the University of Toronto and Université Laval, and certificate (one-year program) in Chinese language and culture from the Chinese University of Hong Kong.

Biography

Victor Thomas is President and CEO of the Canada-India Business Council. He is Executive Chair of Precision AI, Chair of CARE Canada’s Board of Directors, and sits on the CARE International Council. He is a director emeritus of the Rideau Hall Foundation Board, past chair of Saskatchewan’s Innovation Place, and a past vice chair of SaskEnergy. He serves on Canada’s Future Skills Centre Advisory Board, and on the National Executive for the Governor General’s Canadian Leadership Conference. Mr. Thomas has received several awards for his leadership including the Public Policy Forum’s Emerging Leaders Award for Canada (2011), the Canadian Red Cross’s highest honour, the Order of the Red Cross (2014) and was recently recognized with the top 75 Indo-Canadian Award celebrating India’s 75th anniversary (2022).

Biography

Todd Winterhalt was appointed Senior Vice-President, Communications and Corporate Strategy in May 2019, with the Marketing Group added to his portfolio in 2021. The group he leads is responsible for reaching out to EDC audiences, internal and external, our customers, stakeholders and the media, to drive greater visibility in the marketplace and tell the EDC story. As well, his team is charged with developing our organization’s long-term corporate strategy in support of Canada’s exporters and international investors. In addition to the communications, economics, marketing, public affairs and strategy teams, his group includes the corporate secretariat team, which manages the critical relationship between EDC’s Board of Directors and corporate strategy development.

Prior to his current role, Mr. Winterhalt was EDC’s Vice-President, Global Trade, a group whose launch he oversaw in 2016. Since joining EDC in 2002, he held a number of roles of increasing responsibility, including: Vice-President, International Business Development; Vice-President, Human Resources; Chief International Research Advisor, Financing; and, Director, Political Risk Assessment. Prior to joining EDC, Mr. Winterhalt served in the Canadian diplomatic corps where he held several roles, including Consul and Trade Commissioner at the Canadian Consulate General in São Paulo, Brazil.

Mr. Winterhalt holds a Honours B.A. from the University of Western Ontario, and a M.Sc from the University of Edinburgh, Scotland. He was the inaugural recipient of EDC’s Excellence in People Leadership Award and is a past-President of the Canadian Association of Professional Intelligence Analysts. Biography

Martin Cauchon has had a distinguished career. First elected as a Member of Parliament in October 1993, he has held many positions in the Government of Canada. He has served as Secretary of State (Economic Development Agency of Canada for the Regions of Quebec), Minister of National Revenue, and Minister of Justice and Attorney General of Canada. In 2013, he was an official candidate in the leadership race of the Liberal Party of Canada. From 2015 to 2019, he was also a shareholder and Executive Chairman of Groupe Capitales Médias, which gave him a better understanding of the challenges facing the print media in a digital world.

Martin Cauchon’s unparalleled experience in government and the private sector has given him a deep understanding of a wide range of issues. As counsel at DS Lawyers Canada, he advises companies on the various issues facing the knowledge economy and the globalization of markets, taking into account geopolitical factors. Mr. Cauchon also facilitates the creation of partnerships at the provincial, national, and international levels.

Having established relationships with several counterparts in China, Martin Cauchon has acquired a good knowledge of that market, which allows him to intervene in projects that are related to the Canada-China relationship.

After obtaining a law degree from the University of Ottawa, Mr. Cauchon became a member of the Quebec Bar in 1985 and completed a master degree in International Business Law in 1991, at the University of Exeter, in England. He was the 2004 recipient of the Equality Forum’s International Role Model Award. In 2015, he received the honorary distinction of “Advocatus emeritus” and “Le Mérite” from the Quebec Bar. He is also Vice Chair, Board of Directors of the Canada China Business Council and President of its Quebec Chapter. He also serves on the board of directors of several companies.

Biography

Mark Galardo is Air Canada’s Senior Vice President, Network Planning & Revenue Management. In this role, he has responsibility for overseeing the development and performance of Air Canada’s globe-spanning network, including international regulatory affairs, and the airline’s yield management and pricing strategies. He has additional oversight for the development, strategy and management of Star Alliance and code share agreements as well as joint ventures. Mark has been a member of Air Canada’s executive team since January 2017.

Over his career, Mark has spearheaded the airline’s successful and profitable global network expansion strategies which are a cornerstone to the airline’s long-term sustainability objectives. He helped strategically grow Toronto, Vancouver and Montreal into profitable and globally competitive international aviation hubs. Mark was a key player in the airline’s decision to purchase the technologically leading Canadian-built Airbus A220 aircraft and the Airbus A321NEOXLR aircraft. He also took the lead role in negotiating the joint business agreement between United Airlines and Air Canada offering a more seamless travel experience to the airlines’ customers.

Mark holds an Executive MBA from Concordia University.

In 2019, Mark was named a recipient of Canada’s Top 40 Under 40®, an annual recognition of the exceptional achievements of 40 outstanding Canadians under the age of forty. In 2022, he was honoured by the Italian Chamber of Commerce in Canada with a Premio Venezia award in the Economic Catalyst category for his vision in strengthening the commercial relationship between Canada and Italy. He also serves on the board of the Montreal Canadiens Children’s Foundation.

Biography
Sarah Kutulakos joined the CCBC in 2007 and has since revitalized CCBC’s role as Canada’s premier bilateral trade and investment organization. Ms. Kutulakos has re-centered the Council’s activities around providing business services, catalyzing business growth and activity, and advocating for stronger Sino-Canadian bilateral trade and investment. This has resulted in extensive public outreach activities, internal infrastructure improvements, the launch of new programs such as the Business Incubation Centre, and thriving member relations.

Prior to joining CCBC, Ms. Kutulakos worked for 11 years in marketing, product development, and management with a major multinational corporation, where she had multiple assignments involving China. Ms. Kutulakos managed worldwide product businesses that marketed to China and used China-based sources of supply. She was also involved in several projects requiring cooperation with the Chinese government. Ms. Kutulakos has led both established and start-up businesses within the context of a global corporation and has broad emerging market business experience, and has been involved in the Greater China region since the late 1980s when she lived and worked in Taiwan. There, she was the first non-Chinese employee of a local high-tech start-up firm, where she gained a deep understanding of Chinese business practices.

A fluent Mandarin speaker, Ms. Kutulakos’s interest in China began at the University of Wisconsin, where she studied Chinese, marketing, and international business. She holds an MBA in finance and operations from the Simon School of Business at the University of Rochester. She frequently speaks on China issues, including marketing, trade, investment, and Canada-China relations.

Mr. Desmarais has been Senior Vice-President of Power Corporation since 2017. Mr. Desmarais is the driving force behind the Power Sustainable vision as a global, sustainability-led alternative asset manager.

He chairs the Canada China Business Council (CCBC) and also sits on the boards of directors of Canada Life, IG Wealth Management, Mackenzie and Lumenpulse.

He is actively engaged in the community as member of the Canadian Institute for Advanced Research.

Mr. Desmarais holds a Bachelor of Civil Law from the University of Ottawa, a Bachelor of Arts in Sociology and Political Science from McGill University, and has been a Québec Bar member since 2009.

Biography

David Rheault is Vice President of Government and Community Relations at Air Canada. A lawyer by training, he joined Air Canada in 2007 as counsel, litigation.

Mr. Rheault represented Air Canada before courts and administrative tribunals and advised the company on various litigation files in Canada and foreign countries.

Today, in his current role, Mr. Rheault is responsible for the company’s relationships with all levels of governments in Canada as well as Air Canada’s community partnership program. He has been involved in many complex regulatory and policy matters.

Prior to joining Air Canada, he served as policy advisor at the Office of the Premier of Québec and for the Minister of Economic and Regional Development and Research.

After earning a degree from Université Laval Faculty of Law, he was called to the Barreau du Québec in 2000. He practiced commercial litigation and transport law at Davies Ward Phillips & Vineberg and at Fasken Martineau.

Mr. Rheault sits on the executive committee of the National Airlines Council of Canada and on several boards, including the Canada China Business Council, and the Quebec Federation of Chambers of Commerce.

Recognized as a dynamic and collaborative leader, Carrie oversees the global commercial business, as well as Marketing, Experience, and Insights. Driven by an entrepreneurial spirit, she is responsible for driving the company’s growth and customer engagement. In her previous role as President, North America, she established a high-performance team and led the region’s significant business acceleration. Carrie previously held the roles of Chief of Staff and Chief Communications Officer, helping lead the company through critical initiatives including its successful IPO and development of its industry-leading Sustainable Impact Strategy. Prior to joining Canada Goose in 2012, she was a Senior Vice President at a North American communications agency specializing in coaching executives and building the brands of some of North America’s largest retail, technology and consumer goods companies. Carrie was named WXN Top 100 Most Powerful Women Canada in 2019 and serves on the Board of Directors of Trillium Health Partners Foundation.

Mr. Lubin WANG is a veteran leader with more than 26 years of experience in the banking industry.

Career highlights:

  • Mr. Wang is the Chief Executive Officer of Industrial and Commercial Bank of China (Canada).
  • Mr. Wang was appointed Chief Representative Officer of ICBC African Representative Office in 2016. He was appointed non-executive director of Standard Bank Group Ltd. and Standard Bank of South Africa Ltd. in June 2017.
  • He also acted as Executive Committee Member, as well as Deputy Head of Finance and concurrently Head of IT and Strategic Sourcing at ICBC (Argentina).
  • He has also held several positions within ICBC, including Deputy Manager of the Finance Management Division, Senior Manager of the Overseas Financial Management Division within the Finance and Accounting Department, as well as Head of the Accounting and IT Department in the ICBC Sydney Branch.
  • Mr. Wang has a Bachelor’s Degree in Corporate Finance from Fudan University and Master’s Degree in Accounting and Finance from London School of Economics and Political Science.

On July 26, 2018, Craig Allen began his tenure as the sixth President of the United States-China Business Council (USCBC), a private, nonpartisan, nonprofit organization representing over 260 American companies doing business with China.

Prior to joining USCBC, Craig had a long, distinguished career in US public service.

His last government position was as US Ambassador to Brunei Darussalam (December 2014–July 2018).

Before that, Craig served in Washington as Deputy Assistant Secretary for China (2012–2014) in the Department of Commerce’s International Trade Administration (ITA), and as Deputy Assistant Secretary for Asia (2010–2012).

He served previously as Senior Commercial Officer at the US Embassy in South Africa (2006–2010), and as Senior Commercial Officer at the US Embassy in Beijing (2003–2006). When in Beijing, he was promoted to Minister Counselor rank in the Senior Foreign Service.

While on a foreign service assignment to the National Center for APEC in Seattle (2000–2002), Craig worked on APEC summits in Brunei, China, and Mexico.

Earlier posts were as Deputy Senior Commercial Officer and Commercial Attaché at the US Embassy in Tokyo (1995–2000), as Commercial Attaché at the US Embassy in Beijing (1992–1995), and as Director of the American Trade Center in Taipei (1988–1992). He started his career in government in 1985 as a Presidential Management Intern in ITA at the Department of Commerce.

Craig received a M.S. in Foreign Service from Georgetown University (1985), and a B.A. in Political Science and Asian Studies from the University of Michigan (1979).

Biography

Graham Shantz served for over 25 years in Canada’s public service providing advice to Canadian governments, mainly on management of Canada’s relations with Asia. He has lived and worked for over 12 years in Asia, half of that in China. In Ottawa, Mr. Shantz has worked in senior management positions in Global Affairs Canada, the Department of Finance and the Privy Council Office. In 2000-2001 he served as Canada’s lead negotiator for Foreign Investment Protection Agreements (FIPAs) and in 1996-1997 served as deputy chief negotiator for the Canadian team during China’s WTO accession talks. Over the past decades, Mr. Shantz has been involved in numerous major bilateral visits between Canadian and Chinese leaders.

Mr. Shantz has served on the Board of Directors of the Asia Pacific Foundation (2013-2016) and on the Board of Directors of the Centre for International Governance Innovation (2006-2009). He served as Canada’s Ambassador to the Kingdom of Spain (2009-2012) and ended his career in the public service in senior management positions in Global Affairs Canada’s Asia Branch.

A Mandarin speaker, Mr. Shantz’s pursued his interest in China while studying economics at Goshen College in Indiana. He holds an M.A. in International Affairs from Carleton University’s Norman Paterson School of International Affairs. He also pursued language and economics studies in China, including at Beijing University and Xiamen University, under the Canada-China Scholars’ Exchange Program.

Biography

Jörg Wuttke is President of the European Union Chamber of Commerce in China, an office he has held already from 2007 to 2010, and 2014 to 2017 and again since May 2019. From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin. He lived in China for more than 30 years.

Canada’s Choices
Canada’s relationship with China has remained chilly since the return of MENG Wanzhou, Michael Kovrig and Michael Spavor a year ago. Given the political and economic realities, global complexity, and competitive/cooperative landscape among Western countries, how can Canada strike a balance in its approach to China?

Biography

The Honourable Scott Brison joined BMO as Vice-Chair, Investment & Corporate Banking in 2019. As an elected Member of Parliament, Scott served the constituency of Kings-Hants (Nova Scotia) who elected him to Canada’s House of Commons seven consecutive times over 21 years. During that time, he served in government for seven years holding key roles, most recently as President of the Treasury Board and Minister of Digital Government from 2015 to 2019, Minister of Public Works and Government Services from 2004 to 2006, and Parliamentary Secretary to the Prime Minister with special emphasis on Canada-U.S. relations from 2003 to 2004.

In June 2020, Mr. Brison became Dalhousie University’s eighth chancellor.

Mr. Brison is a member of the Trilateral Commission and was named by the World Economic Forum of Davos, Switzerland, as one of its “Young Global Leaders.” In August 2010, he was awarded the Order of San Carlos by Colombian President Álvaro Uribe in recognition of his contributions to the Canada-Colombia Free Trade Agreement.

Mr. Brison serves on the board of Universal Rail Systems, Bond Resources Inc., the Canada- China Business Council, the Dalhousie University Board of Governors, the Macdonald Stewart Foundation, CJPAC, the advisory board of the Canadian American Business Council, Power Sustainable, High Liner Foods Inc. and previously served as Chairman of SeaFort Capital Inc.

Mr. Brison earned a Bachelor of Commerce degree from Dalhousie University. He has completed the Global Leadership and Public Policy for the 21st Century Executive Education Program at the Harvard University Kennedy School of Government.

Biography

As Deputy Prime Minister of Canada and Premier of Québec, and with a public service career spanning almost 30 years, Jean Charest is one of Canada’s best known political figures.

Jean Charest was first elected to the House of Commons in 1984 and, at age 28, became Canada’s youngest cabinet minister as Minister of State for Youth. In 1991, he was named Minister of the Environment and Minister of Industry and Deputy Prime Minister of Canada in 1993.

In 1994, Jean Charest was chosen Leader of the federal Progressive Conservative Party. He held that post until 1998 when he became Leader of the Quebec Liberal Party. Mr. Charest then broke a 50-year provincial record by winning three consecutive election campaigns in 2003, 2007 and 2008.

Furthermore, the Charest government initiated an unprecedented labour mobility agreement between France and Québec and was best known for a major initiative for the sustainable development of Northern Québec called “Plan Nord”. Jean Charest is notably the initiator of the negotiation for the Canada-European Union Comprehensive Economic Trade Agreement (CETA). More recently, he joined the Wilson Center border task force which studies the issue of US-Canadian cross border travel restrictions. He is today a Partner at Canadian law firm McCarthy Tétrault, where he provides invaluable expertise to the firm’s clients with his in-depth knowledge and experience with public policy, corporate Canada and international matters. As a strategic advisor with a unique perspective, he supports clients on complex transactions, projects and international mandates, as they navigate the global business environment.

As a non-profit organization, under the Canada Corporations Act, CCBC must annually hold a general meeting of members to:

  • Proceed with the examination and approval of the financial statements
  • Appoint an auditor, and
  • Elect directors of the Corporation

This meeting will be held on Wednesday, November 30, 2022, at 9:30 a.m. Eastern time via Zoom and is separate from the CCBC AGM Business Forum program.

Members are allowed to send more than one representative, but each member firm is allowed one vote. Only members in good standing may attend and vote. Separate registration is required.
